 Why would reducing impact fees help our Community?

·         Many communities are reducing the cost of home building and creating a stimulus for development by reducing or waiving impact fees.

·         A reduction or waiver of impact fees can either be used as a long term strategy for targeted areas or types of development or as a temporary stimulus intended to jump-start new home construction.

·         Reduction in fees is a relatively common aspect of incentive packages that local governments use to encourage economic growth.

·         Local governments often reduce or waive fees as part of a larger package of incentives tied to new affordable housing.

·         Where impact fees are high, fee reductions can be substantial and can provide a large cost reduction for the builder and ultimately the consumer.

·         A reduction or waiver in impact fees can help stimulate economic activity because it lowers the cost of doing business, allowing for new construction to take place and be economically viable.

·         Reducing or waiving impact fees during an economic downturn protects local jurisdictions from possibly having to refund the fees at a later date due to a shortfall in impact fee revenues and collections.

·         The impact fee rollback discussion is a great time to introduce alternative methods of financing infrastructure such as special districts or tax increment financing

NAHB Chairman Stands Up for Housing on Fox Business News

When Fox Business News sought an expert's view on the state of the housing market, builder sentiment and the latest government proposals regarding the mortgage interest deduction and qualified residential mortgages, their producers looked to NAHB Chairman Bob Nielsen this week. On April 19, Bob did a live TV interview in which he brought our association's top messages to viewers across the country. Those messages included a sound defense of the mortgage interest deduction, an argument for re-establishing the flow of credit to home builders, an assertion of the importance of homeownership and housing choice to all Americans, and a warning about overly restrictive mortgage lending requirements that could push homeownership beyond the reach of many families, among other comments. On a point of pride, the interviewer introduced Bob by noting that NAHB "was the first major organization to come out swinging" against recent proposals to amend or eliminate the mortgage interest deduction. AD&C Legislation Introduced; Urge Congress to Co-Sponsor, Support Bill

With the acquisition, development and construction (AD&C) bill formally introduced in the House as H.R. 1755, NAHB is stepping up its grassroots efforts to build support for it.

NAHB is asking members to urge their representatives to co-sponsor the legislation — the Home Construction Lending Regulatory Improvement Act of 2011 (HCLRIA) — or thank them for their support if they are already a co-sponsor.

Here's how members can get involved:

  • Call your representative at 866-924-NAHB (6242).
  • Write your representative at www.capitolconnect.com/builderlink.
  • Ask them to co-sponsor the HCLRIA legislation aimed at restoring AD&C credit.
